Read previewThe US plans to send more than $1 billion in arms and ammunition to Israel despite growing tensions between President Joe Biden and Israel's Prime Minister Benjamin Netanyahu. Getting the weapons to Israel could be a lengthy process. AdvertisementBiden later warned he would withhold additional weaponry if Israel went ahead with a widespread ground assault on the city. Seth Binder, an expert on US weapons sales with the Middle East Democracy Center, told the Journal that Biden's apparent U-turn weakens his influence over Netanyahu. Analysts say that Biden's handling of the Gaza war is among the issues corroding his support among them.

A damaged United Nations vehicle is seen in front of a hospital after a UN employee was killed in an attack on a vehicle in Gaza, according to Israeli media. The White House believes an Israeli ground offensive in Rafah would be a mistake and is “urgently” working toward a ceasefire, National Security Adviser Jake Sullivan said Monday. The Biden administration is urging Israel to connect their military operations to a “clear” end game for the war, Sullivan told reporters. CNN —The signs are mounting that the International Criminal Court (ICC) is weighing an indictment against Israeli Prime Minister Benjamin Netanyahu and other top Israeli officials over Israel’s conduct of its war against Hamas in Gaza. But in 2015 the ICC stepped in to decide that implicitly it is, by accepting it — without consulting the Assembly of States Parties (ASP), representing ICC member states. Could the highly respected chief prosecutor, Britain’s Karim Khan, be feeling some pressure to play his part in ramping up the pressure on Netanyahu? Netanyahu is on the ropes politically and would almost certainly be trounced in an election held today. Israel desperately needs Netanyahu to be gone, as does the region and the world.

Imagine that the campus protesters got their wish tomorrow: Not just “Cease-fire Now” in Gaza, but the creation of a “Free Palestine.” How free would that future Palestine be? Palestinians have had a measure of self-rule in the West Bank since Yasir Arafat entered Gaza in 1994. Israeli settlers have run riot against their Palestinian neighbors. The Israeli government imposes heavy and unequal restrictions on Palestinians, as my colleague Megan Stack has reported in painful detail. The frequent mistreatment of Palestinians at Israeli checkpoints is a long-running disgrace.

CNN —The Israeli military has renewed its fighting in northern Gaza where it previously claimed to have dismantled Hamas’ command structure. The Israeli military also began operating in the area of Zeitoun in central Gaza, as it continues its offensive in eastern Rafah and near the Rafah crossing with Egypt. “Israel’s strategy is not a good one,” said Danny Orbach, a military historian at the Hebrew University of Jerusalem. Others say the re-emergence of Hamas “pockets” is not unusual, and that the Israeli military will have to keep re-entering areas in Gaza until no more fighters emerge. “This process will happen again and again,” Amir Aviv, former deputy commander of the Gaza Division of Israel’s military, told CNN, until all “pockets of resistance” are removed.

At Morehouse College in Atlanta, discontent over the Gaza war has played out relatively quietly, in classrooms and auditoriums rather than on campus lawns. “This should not be a place that cancels people regardless of if we agree with them,” David Thomas, the Morehouse president, said in an interview on Thursday. Mr. Richmond does not think Mr. Biden will face protests. “The Morehouse College graduation, at least as I remember it, is a very solemn event,” he said. Warnings continued against the growing offensive in Rafah, considered the last refuge in Gaza for more than a million civilians as well as Hamas' last stronghold. The two towns near Gaza's northern border with Israel were heavily bombed in the opening days of the war. Israel has now evacuated the eastern third of Rafah, and Hagari said dozens of militants had been killed there as "targeted operations continued." Israeli troops have captured the Gaza side of the Rafah crossing, forcing it to shut down. It has been the site of abusive conduct against some of the 70 Palestinian detainees, three Israeli whistleblowers told CNN. One whistleblower told CNN that beatings were "not done to gather intelligence. In a field hospital, wounded detainees were strapped to beds, dressed in diapers, and fed through straws, CNN reported. “My commitment to the safety of the Jewish people, the security of Israel, and its right to exist as an independent Jewish state is ironclad. The former was appointed finance minister and was given responsibility for West Bank settlements. After the October 7 terrorist attack, Netanyahu had an opportunity to remove Smotrich and Ben Gvir from their posts when the first offer from the opposition for a unity government involved their elimination from the cabinet. CNN spoke to three Israeli whistleblowers who worked at the Sde Teiman desert camp, which holds Palestinians detained during Israel’s invasion of Gaza. Reports of abuse at Sde Teiman have already surfaced in Israeli and Arab media after an outcry from Israeli and Palestinian rights groups over conditions there. CNN has requested permission from the Israeli military to access the Sde Teiman base. Israeli authorities descended on a room used by Al Jazeera in the Ambassador Hotel in East Jerusalem, confiscating broadcast equipment. Al Jazeera, the influential Arab news network, says it will continue reporting and broadcasting from the Gaza Strip and the West Bank. The shutdown order, which lasts 45 days and can be renewed, was a break long in the making. “Disclose, divest, we will not stop, we will not rest” is a frequent chant ringing through pro-Palestinian college protests. A proposal Columbia students put forward in December calls for divestment from Microsoft, Airbnb, Amazon and Alphabet, among others. Administrators at some universities, including Brown and Northwestern, have agreed to talks with students about divestment as part of agreements to end campus encampments. Before the war in Gaza, it had been pretty easy for universities to make compromises around divestment demands, but those expedient choices are haunting them now. Every investment in elite schools’ endowments is up for debate.

CNN —As one of the lead negotiators for students protesting inside the grounds of Columbia University, Mahmoud Khalil said his primary objective was to get the university to sever all financial ties with Israel. Khalil said Columbia never put anything in writing, instead making offers verbally. But without a firm promise, Columbia’s offer didn’t go far enough for Khalil and other protesters, since the university had previously rejected divestment proposals. Khalil said they then presented Columbia with another offer: Rather than dump Israel-tied investments, Columbia could instead divest from weapons manufacturing companies and any companies complicit in violating international law. But throughout its eight-month war, Israel has shown that it is willing to reject and ignore the advice of its most important international ally, the US. Israel on Monday warned civilians in eastern Rafah to evacuate, indicating that an attack may be imminent. His coalition is fragile, and he relies on the support of far-right lawmakers who are demanding an attack on Rafah. Opinion | A Thank-You Note to the Campus Protesters

Dear anti-Israel campus protesters:Though it may take a few years before you realize it, supporters of Israel like me have reasons to give thanks to militant anti-Zionists like you. Recently, a friend asked what I would have made of your protests if they had been less fervently one-sided. If, for instance, pro-Palestinian student groups at Harvard and Columbia hadn’t castigated Israel immediately following the worst massacre of Jews since the Holocaust. What if you had avoided demonizing anyone who supports Israel’s right to exist — which includes a vast majority of Jews — as modern-day Nazis? And I would have had to fight harder to make my case that Israel must get rid of Hamas.

Israeli lawmakers passed a bill last month allowing the government to temporarily close foreign media outlets that Mr. Netanyahu determined were undermining the country’s national security. “The government under my leadership has decided unanimously: The incitement channel Al Jazeera will be shut down in Israel,” Mr. Netanyahu said on X, formerly Twitter. Al Jazeera “will no longer broadcast here in Israel and its equipment will be confiscated,” Israel’s communications minister, Shlomo Karhi, said in a video statement. CNN —Israeli Prime Minister Benjamin Netanyahu on Sunday warned the International Criminal Court against potentially issuing arrest warrants against Israeli leaders and commanders as a result of its investigation into the war in Gaza, saying that doing so would leave an “indelible stain” on the concept of international justice and law. Netanyahu’s comments, in a televised speech for the opening ceremony of Holocaust Remembrance Day, appeared to be a reference to Israeli media reports that several government officials, including the prime minister, are concerned that such arrest warrants might be imminent. In his speech Sunday, Netanyahu emphasized that the ICC was “founded as a consequence of the Holocaust” and should not attempt to “undermine” Israel’s fundamental right to self-defense. Even if we have to stand alone, we will continue to fight human evil,” Netanyahu added. Those who are in breach of the law will be held accountable.”Israel is not a member of the ICC and rejects the court’s jurisdiction.

The Palestinian startup sceneOur business is based in Ramallah, where Raya lives. If starting a company in Ramallah could benefit the community by creating jobs and further building on the small startup scene there, we wanted to try. When "The Middle Frame" goes through a hard time in the future, we can look back at that screenshot. In the future, when our business is stable in a different market, we could maybe have a smaller operation in the Palestinian market. The Palestinian startup ecosystem needs more examples of successful startups in the wider region to support the startups in Palestine and more investment bodies to support the early-stage startups.

But the other part of the deal, which is seen as critical to winning support in Congress, is for Saudi Arabia to normalize relations with Israel. There are a lot of “ifs” and “provided thats” in this equation that seem most unlikely today. As a result, the U.S. and the Saudis are considering finalizing the deal and taking it to Congress with the stated proviso that Saudi Arabia will normalize relations with Israel the minute Israel has a government ready to meet the Saudi-U.S. terms. Hopefully, though, if there can be a permanent end of fighting and a return of all Israelis taken hostage, Israel will hold new elections. And then — maybe, just maybe — the choice on the table for Israelis will not be Bibi or no Bibi, but Bibi or a credible pathway to peace with Saudi Arabia and the Palestinians.

Since Israel conquered the region in 1967, its military has forbidden nearly every form of protest, even things as small as gathering more than 10 people for a political conversation or simply waving the Palestinian flag. The simplest acts of defiance can be seen as a threat: Amro once organized and videotaped an effort by a Palestinian man to pass through an Israeli checkpoint while balancing on his shoulder a large watermelon — a longtime symbol of Palestinian nationalism because its colors are those of the Palestinian flag. In the video, soldiers confiscate the watermelon and, as the camera zooms in, eye it warily as though it might explode. He has repeatedly filmed Israeli soldiers at close range and been beaten and grabbed by the throat when he refused to stop. Amro himself lives in one such home, surrounded by some of the West Bank’s most violent settlers.

The American right’s growing embrace of Orbán builds upon millions of dollars that his government has spent on lobbying in the US, and new connections between Hungarian and American conservative think tanks. “Make America great again, make Europe great again!” Orbán declared in English, before continuing in Hungarian: “Go Donald Trump! Conservatives from around the US, Europe and beyond traveled to Budapest for the two-day event, which was organized by a Hungarian government-funded think tank. Two American nonprofits that are actively planning policies for a second Trump term have shown an interest in Hungary and Orbán’s model. But some of the American conservatives who flew into the country for CPAC seemed more focused on the optics of Budapest than on democratic rights.
